Wholesale
ComReg’s Wholesale Division is responsible for the regulation of certain wholesale electronic communications markets (fixed/mobile telecommunications, broadcasting transmission) in Ireland. ComReg is required to conduct periodic market reviews of such markets in order to assess the extent of competition within them and to decide whether regulatory intervention is required. The Division will impose obligations on any operator with market power obligations to provide access to its network to other operators. It also oversees the implementation of these obligations including using ComReg’s legal powers to enforce them. Additionally, ComReg has responsibility for ensuring compliance with competition law in the electronic communications sector basis.
The role and responsibilities
The role involves detailed analysis of wholesale telecoms products and processes from a range of perspectives including process, regulatory compliance, systems, technical and market impact perspectives, all in support of the Wholesale Division’s objectives. The role will have a particular focus on Physical Infrastructure Access (PIA) and its regulated use in the Irish telecoms market. In addition the role will require experience in active fixed network products and process specification. The successful candidate’s analysis will be key inputs to ComReg Wholesale Division’s decision making at both an Operational and Strategic level, particularly in light of the Gigabit Infrastructure Act.
The successful candidate will support the analysis of regulated markets, including the preparation of ComReg consultations and provides support for ComReg’s regulatory compliance and governance.
Responsibilities include:
· Analysis of the status of PIA demand and usage in the Irish telecom market.
· Leading the Wholesale Products analysis of and strategy and actions in response to the PIA aspects of the Gigabit Infrastructure Act.
· Analysing, investigating and documenting RAP related issues as they are raised by industry or otherwise come to the attention of ComReg.
· Managing, evolving and sharing knowledge with the wider Wholesale team.
· Reviewing issues arising in the Irish market and making recommendations supported by detailed analysis.
· Engaging with industry in the area of RAP related product and process development and improvement through bilateral contacts and industry forums.
· Drafting and reviewing Wholesale Product processes, in particular relating to PIA.
· Interfacing with other National Regulatory Authorities (NRAs) and relevant European bodies to keep updated on PIA regulatory developments.
· Providing advice and support to other regulators where practicable, on the basis of ComReg experience, through questionnaires, surveys, enquiries etc.
· Drafting and publishing consultations and decisions.
· Monitoring technology evolution as it pertains to RAPs and in particular to PIA and GIA.
Qualifications and Experience required
Essential
· A degree in a telecommunications related area or similar. However, candidates with demonstrably strong analytical skills, preferably in an engineering area, will also be considered.
· Work experience in an operator, networks vendor, infrastructure build and repair provider or consultancy environment in a technical engineering role in telecommunications or in a cognate industry.
· Practical knowledge of PIA aspects of networks, telecommunications networks and fixed network access products
· Demonstrable analytical skills.
· Ability to use initiative and work pro-actively, balanced with an understanding of when and how to communicate and keep managers and stakeholders informed.
· Demonstrable Experience of working in a process-based environment
· Experience in participating in and leading multi-disciplinary teams.
· Excellent written communications skills, with experience of preparing accurate and persuasive documents for publication, or for diverse internal audiences.
Desirable
· Experience in a regulatory role
· Knowledge of the current Electronic Communications Services (ECS) market, the European Electronic Communications Code (EECC), European Union (Electronic Communications Code) Regulations 2022, the Gigabit Infrastructure Act, and developing trends.
· Practical project management experience.
· Experience in a drafting technical and/or process documentation.
· A practical hands-on approach to complex issues and ability to multi-task in a diverse environment.
· Practical Data Storage and Data Analysis Skills
