Regulatory Governance Analyst

We are looking to recruit a pro-active Governance Process Analyst, eager to learn and contribute to the Regulatory Governance Unit, a function in ComReg’s Wholesale division. This role offers the successful candidate the opportunity to contribute to the development of ComReg strategy with respect to fostering effective regulatory governance in the telecommunication’s sector. We are looking for someone who has a keen interest in working in this fast-moving sector. Our ideal candidate has a passion for analysing and optimising business processes in order to improve outcomes and opportunities for all operators in the telecommunications market.

ComReg’s Wholesale Division is responsible for the regulation of certain wholesale electronic communications markets (fixed/mobile telecommunications, broadcasting transmission) in Ireland. ComReg is required to conduct periodic market reviews of such markets to assess the extent of competition and to decide whether regulatory intervention is required. We impose regulatory obligations on any operator identified with significant market power (the SMP operator) to enhance competition in the provision of telecoms services to consumers and businesses.  These regulatory obligations require the SMP operator to provide other telecoms operators access to its network by offering wholesale access products and services at regulated prices in order to allow these operators to use such access products and services to provide telecoms services to end-users. The Wholesale Division also oversees the implementation of these regulatory obligations and, if necessary, can rely on ComReg’s legal powers to enforce them. Additionally, ComReg has responsibility for ensuring compliance with competition law in the electronic communications sector.

Compliance and Governance team

The Compliance and Governance team is a part of the Wholesale Division and engages with operators on areas of regulatory compliance and regulatory governance. The team is responsible for investigating telecoms operator’s compliance with a wide range of laws and regulations imposed by ComReg, the State or the European Commission. In the context of regulatory governance, the team monitors and tracks the adequacy and effectiveness of Eircom’s administration of its regulatory governance arrangements.

This requires understanding and analysis of how Eircom’s decision-making, business and operational processes impact on its compliance with its regulatory obligations.  The team also seeks to understand the extent to which risks of non-compliance are managed by Eircom’s implementation and execution of regulatory governance processes.
