Wholesale Pricing
The Wholesale Division within ComReg works to progress competition in electronic communications markets. Specifically, it analyses markets, introduces regulation with a view to improving levels of competition and reducing barriers to entry, and monitors compliance with market regulation.
Within the Wholesale Division, the Pricing Team is responsible for setting and monitoring the prices of regulated products in the telecoms and broadcasting sectors. We also monitor regulated activities through the review of Separated Accounts.
Wholesale Pricing team members work on multi-disciplinary project teams often including external consultants. Each project involves developing, updating, and implementing pricing/cost models, and requires the drafting of public consultations and decisions which constructively present relevant financial and economic rationale & principles.
As a Pricing Models Analyst, you will manage price/cost modelling projects and ultimately ensure that the pricing/cost models used by Wholesale Pricing are based on appropriate Regulatory/Economic principles & relevant data, and are prepared, reviewed and documented in accordance with best practice.
The Job
Reporting to the Pricing Modelling Manager, you will be responsible for the following areas and tasks:
Overseeing development of pricing/cost models for regulated services; Research and apply regulatory/economic principles and methodologies as applicable to regulated telecom services
Implement best practices to ensure pricing/cost models are robustly prepared and transparently documented
Co-ordinate external consultants and implement best practices to ensure projects are delivered in a timely manner
Contribute with pricing inputs or analysis on policy/regulatory issues at cross-Divisional level
Effectively engage with internal and external stakeholders
Qualifications and Experience
Essential
Third level degree in economics or finance/accounting or engineering or equivalent
Proven experience in developing, reviewing or using pricing/cost models
Detailed-oriented with strong quantitative and analytical skills and able to summarise findings & outcomes clearly
Able to draft documentation in a well-reasoned, evidence-based and concise manner
A proven track record in managing or contributing to the delivery of complex projects
Able to scope and structure work independently
Excellent communication skills (written and oral)
Desirable
Knowledge of telecoms and the legal/technical aspects of economic regulation, and key developments; Knowledge of the European and National regulatory framework
Experience in cost modelling or drafting inputs into public consultation documents in a sector-specific regulator or governmental organisation
Comfortable in an environment working with a high volume of sensitive information
Familiar with statistical, data visualisation and/or database toolkits
Project Management qualification
