Retail Division
Our Retail and Consumer Services Division has a number of different teams including consumer Care, Consumer Policy, Compliance, Emergency Call answering, Premium Rate Services and Consumer Engagement.
The role and responsibilities
The European Accessibility Act has been implemented into Irish law and will apply from June 2025. ComReg is a competent authority under the Irish Regulations for electronic communications services. The Implementation Manager will be required to develop a strategy to carry out ComReg’s role in as well as implementing that strategy on an ongoing basis. In addition, the Manager will be responsible for existing electronic communications equal access and choice requirements.
The implementation manager will work with Retail Division and other ComReg staff and external suppliers to design, deliver and implement the strategy including;
• The development of a strategy, including resourcing needs, to meet ComReg’s obligations
• The implementation plan to achieve the strategy
• The approach to monitoring, analysing and measuring the strategy’s implementation to ensure that the output delivers effectively against the strategy and the objectives.
• Process for the modification of the strategy, as relevant, on a periodic basis.
The successful candidate will define objectives, key performance indicators and targets and will establish and coordinate activities, resources and priorities to achieve ComReg’s new accessibility objectives and requirements. The successful candidate will report periodically on the strategic approach, implementation, and effectiveness.
The Implementation Manager will also manage ComReg’s equal access and choice deliverables, including review and effectiveness of measures, stakeholder engagement and periodic reporting of statistics.
An important aspect of this role is stakeholder engagement. The Implementation Manager will need to liaise with and coordinate meetings and inputs from other competent bodies, other authorities and third parties, communications providers and representative organisations.
Qualifications and Experience required
Essential
• Degree in business or other relevant area. Applicants who have equivalent relevant experience will also be considered.
• Demonstrable programme and implementation experience in a complex function
• Ability to coordinate and liaise with multiple parties.
• Experience in developing and implementing strategies
• Proven organisational and project management skills with a track record of achievement in successfully implementing complex projects
• Demonstrable ability to manage workload and prioritise work based on business needs.
• Confident and articulate with proven ability to communicate courteously and professionally.
• Experience of building collaboration focused relationships across the internal and external environment seeking opportunities to understand and work with others to achieve collective goals
• Strong attention to detail
Desirable
• Public Sector and/or regulatory experience
• Familiarity with procurement processes
• Knowledge or experience of accessibility legislation
