Governance Analyst

We are looking to recruit a pro-active Governance Process Analyst, eager to learn and contribute to the Regulatory Governance Unit, a function in ComReg’s Wholesale division. This role offers the successful candidate the opportunity to contribute to the development of ComReg strategy with respect to fostering effective regulatory governance in the telecommunication’s sector. We are looking for someone who has a keen interest in working in this fast-moving sector. Who has a passion for analysing and optimising business processes in order to improve outcomes and opportunities for all operators in the telecommunications market.

Regulatory Governance Unit

The RGU is a part of the Wholesale Division and engages with Eircom on areas of regulatory governance (RG) in general and specifically in order to determine the adequacy and effectiveness of the regulatory governance arrangements put in place on foot of the agreement with respect to Eircom’s compliance with its regulatory obligations.

The RGU monitors Eircom’s approach to regulatory governance generally. This requires understanding and analysis of how Eircom’s decision-making, business and operational processes impact on its compliance with its regulatory obligations.  It also requires an understanding of the extent to which risks of non-compliance are managed by Eircom’s implementation and execution of regulatory governance processes.

The Job – Governance Process Analyst, RGU

The RGU Governance Process analyst will be part of the RGU Strategy team, which is made up of 3 analysts, reporting to the Strategy Manager. From time to time, the Governance process analyst will be a member of a multi-disciplinary project team reporting to the appointed project manager for the duration of the project.

The Regulatory Governance Process Analyst will be responsible for the following areas and tasks:

  • Analysing and documenting potential regulatory governance issues related to Eircom’s provision, pricing, and repair of Wholesale regulated access services. Such issues may be raised by telecommunications operators or otherwise come to the attention of ComReg.
  • Analysis of such issues to show if there are important and systemic problems relating – but not limited – to the following:
    • Processing of Access Requests
    • Development of Regulated Access Products and Services
    • Costing and Pricing of Regulated Access Products and Services
    • Publication of Regulated Access Products and Services
    • Provision and Repair of Access Products and Services
  • Collaborating with other teams within the Wholesale Division (Products, Pricing, and Compliance) in order to determine what issues give rise to concerns regarding the effectiveness or operation of Eircom’s regulatory governance arrangements.
  • Making recommendations, supported by analysis, regarding;
    • the nature of the issue raised and their relevance to the processes
    • arrangements underpinning Eircom’s regulatory governance and oversight of its compliance with its regulatory obligations.
  • Providing support to other ComReg teams as part of the review of regulated markets where such reviews entail regulatory governance related matters, including assisting the preparation of ComReg consultation papers.
  • Preparation and review of position papers and briefing documents.
  • Representing ComReg RGU at internal meetings and in meetings and workshops with Eircom.
  • Working in a multi-disciplinary environment.

Qualifications and Experience

Essential

  • Proven analytical ability including analysing information, business processes, data and delivering clear, practical and solutions-based recommendations
  • Ability to work under own direction and take full responsibility for tasks/objectives from start to end while updating stakeholders in a timely and appropriate manner
  • Demonstrable skills in communicating complex information with impact together with an ability to express and validate understanding
  • Understanding of the importance of using influencing skills and an ability to put this into practice by influencing a wide range of stakeholders when required
  • Excellent drafting skills and ability to prepare briefings, reports and documents in a rational, evidence-based, clear and concise manner
  • Ability to work on own workload and comfortable working in a multidisciplinary project team environment

Desirable

  • Experience in Governance and Risk management practices in a relevant area or discipline, not necessarily telecommunications related, including project management, financial, technical, or business processes
  • Experience in the telecommunications industry, either with a telecoms operator, telco networks vendor or a consultancy firm in a regulatory, business analyst or process analysis role
  • Knowledge and understanding of current methods used in performing risk analyses and the development of controls
  • Familiarity with electronic communications, technology sectors and the national/EU legal framework under which ComReg operates
  • Experience in reviewing business / technical processes and systems to identify potential problems and proposing solutions
