Strategy & Economics
This role is based in the Strategy & Economics function of ComReg, which is led by the Director – Strategy and Economics. The Strategy and Economics function resides within the Commissioners’ Office and the principal areas of responsibility are:
• The Strategic Planning process;
• Research;
• Data Strategy and Analytics;
• Economic Advice and professional leadership of economics; and,
• International Activities.
In practice these five distinct roles operate in a complementary and overlapping fashion.
The role and responsibilities
The Role
The Digital Engagement Manager will report to the Head of the International Unit. The successful candidate will contribute and support the strategic planning requirements and associated stakeholder relations and will manage, track and report on key projects within the overall business unit work programme.
What will the Digital Engagement Manager be responsible for?
General: Develop and/or maintain detailed understanding of the relevant existing and emerging legislation and legislative framework under which ComReg will operate.
Stakeholder Relations: Represent ComReg at various national and international forums and support the participation of ComReg’s leadership team at these forums:
• Body of European Regulators for Electronic Communications (BEREC): Represent (or supervise the representation of) ComReg in BEREC working groups, including the preparation of reports, guidelines and best practices that related to emerging trends in the electronic communications sector, including cloud, security and resilience, sustainability and the “twin transition” as well projects related to the implementation of the Digital Markets Act, the Data Act and other horizontal EU legislation.
• Digital Regulators Group (DRG): The Digital Regulators Group is a forum which provides for collaboration between regulatory authorities and includes the Commission for Communications Regulation (ComReg), the Data Protection Commission (DPC), the Competition and Consumer Protection Commission (CCPC), and) Coimisiún na Meán (CnaM). The Digital Engagement Manager will be required to participate in DRG working group meetings and provide relevant inputs and support to ComReg’s leadership’s participation in the DRG Heads meetings, including engagement with the Senior Officials Group (SOG) from government departments, with responsibilities for digital regulation.
• International Network for Digital Regulation Cooperation (INDRC): The INDRC was launched in June 2023 aiming to build relationships between regulators from around the globe whose objective is to foster discussion between regulators on coherence across digital regimes. The Digital Engagement Manager will establish and maintain relations with international counterparts to achieve a global dialogue on digital regulatory issues.
• Other forums: participate in the relevant activities of OECD’s Network of Economic Regulators (NER) and Working Party on Communication Infrastructures and Services Policy (CISP), the Centre on Regulation in Europe (CERRE) and the IIEA Digital Policy Group as they apply to digital challenges and policy initiatives aimed at enhancing digital regulation.
Research: Carrying out research, including the analysis, collection and collation of relevant information. Prepare briefings and speaking notes on a broad range of topics related to developments impacting the electronic communications sector, with particular emphasis on horizontal digital legislation.
People Management: Management and support of team members including day to day people management and performance development.
Drafting duties and Relationship Management relating to the work of the Strategy & Economics unit, including the preparation of Terms of Reference and evaluation of proposals from external research/policy consultancies, and acting as a point of contact for various external organisations.
Qualifications and Experience required
Essential
• Post-graduate third level qualification in a quantitative or human sciences subject, e.g., economics, business, finance, or other suitable qualification.
• Relevant post-graduate work experience in an economics or economics policy setting, including experience in a multidisciplinary environment
• Experience in managing small to medium size projects to successful outcomes.
• Excellent drafting and communication skills, with the ability to draft documentation in a rational, evidence-based, clear and concise manner.
• Strong stakeholder management experience in developing and maintaining working relationship with internal and external stakeholders
• Excellent communications and influencing skills including:
o Proven experience in communicating clearly, effectively, and knowledgeably about all aspects of a project
o Experience in drafting documents for publication
o Presentation skills with the ability to understand and express views clearly within a multi-disciplinary environment.
• Excellent analytical abilities, including the ability to make reasoned judgements based on available information.
Desirable
• Familiarity with electronic communications and technology sectors, and emerging trends and developments in these areas.
• Familiarity with the national/EU legal framework under which ComReg operates.
• Experience working in organisational networks.
• Experience of research, research design, analysis and presentation of results.
