Consumer Policy Team, Retail and Consumer Services Division

We are seeking a pro-active, experienced Policy Analyst, to join our team.  Reporting to the Consumer Policy Manager, you will be part of a small team actively involved with policy making in relation to empowerment and protection of consumers. You will be involved in other regulatory functions in the Retail Division as appropriate.

ComReg Overview

We are the statutory body responsible for regulating electronic communications, postal and premium rate services in Ireland. We are a professional, multi-disciplinary organisation, operating in a dynamic telecommunications environment that is constantly evolving.  Our role is to ensure that communications markets operate in the interests of end-users and society. Through effective and relevant regulation, we facilitate the development of a competitive communications sector in Ireland that attracts investment, encourages innovation and empowers consumers to choose and use communications services with confidence.

Retail Division

Our Retail and Consumer Services Division has several different functions including Consumer Care, Consumer Policy, Retail Compliance, Consumer Engagement, Universal Service and Postal.  The Retail Division is at the forefront in protecting, informing and empowering consumers so that they can choose and use communications services with confidence.

Team overview:

The vacant role is on the Consumer Policy team.  This team considers and undertakes regulatory policy and interventions, to ensure that consumer measures for electronic communications and premium rate services are appropriate. Some of the responsibilities of the team are;

  • Working to ensure that markets work effectively for consumers by developing, formulating and implementing policies and regulatory interventions
  • Carrying out research, analysis and critical evaluation of information to identify and consider policy options.
  • Conducting consultations in accordance with ComReg’s procedures and issuing ComReg publications – such as information notices.
  • Preparing for the introduction of the new Regulatory Framework.
  • Contributing to the development of other policy matters in the Retail Division, such as, Universal Service and Postal and consultation across the organisation in developing policy positions.
  • Engagement with national and international stakeholders on policy, market and industry developments.

 

The Job

The successful candidate will be a versatile self-starter, with strong research, analytical and evaluation skills.  A desire to add value to a great Consumer Policy Team and to the wider Retail Division is a must. The role includes the following:

  • Researching consumer protection provisions, approaches and policy issues, identifying key data/trends/developments and using this to suggest policy options and proposed measures
  • Managing relevant data and information collection
  • Assessing and developing ComReg policy through initiatives including survey and data analysis; economic and financial modelling; consumption usage and attitudes
  • Drafting ComReg consultation and decision papers, preparing reports and making presentations on policy matters both internally and externally
  • Collecting data on Irish service providers approach to the implementation of policy measures, obligations and benchmarking
  • Leading and delivering projects within the Consumer Policy unit or working with other teams within the Retail division
  • Working with cross divisional teams as required always sharing knowledge, expertise and learnings
  • Engaging constructively with internal and external stakeholders to further ComReg objectives in relation to end-user rights and protections
  • Assisting engagement with EU counterparts, other regulators, BEREC and government departments in relation to national and EU policy, market or industry developments
  • Maintaining an awareness of policy developments and best practice within the electronic communications sector – and closely associated sectors – both in Ireland and internationally

 

Qualifications and Experience

Essential

  • Third level degree, preferably in economics, policy, law, engineering, business or other closely related discipline or, demonstrate equivalent experience
  • Experience of both assessing and developing policy including, working with data sets
  • Proven ability to assimilate complex legal and factual situations and provide clear, practical, “solutions based” advice
  • Excellent verbal, written and inter-personal communication skills with demonstrable ability to draft documents in a rational, evidence based, clear and concise manner
  • Engagement of internal and external stakeholders
  • Ability to work on own initiative in a multidisciplinary project team environment (alongside economists, lawyers, business analysts, engineers and accountants
  • Experience in managing small to medium size projects to successful outcomes

Desirable

  • Postgraduate qualifications preferably a Master’s degree in economics, policy, law, engineering, business or other closely related discipline
  • Experience in regulatory, competition and public policy / law would be an advantage
  • Experience in a telecoms role and understanding of the environment (regulatory, legislative, political, industrial, economic, societal) within which ComReg operates
  • Data Analytics
  • Excellent IT skills with proven ability to learn new systems quickly
