Compliance Analyst

The post reports to the Wholesale Compliance Manager. The successful candidate will be responsible for the following; Manage investigations and other projects regarding possible and actual breaches of compliance with regulatory obligations. Manage an investigation caseload by assessing, prioritising and planning. Determine the degree of intervention that is required on each case, providing compliance support and guidance when appropriate while identifying when it is necessary to take action. Gather investigation data through correspondence, interviews, and site visits. Analyse investigation data methodically to identify information gaps and areas of potential non-compliance. Risk-based compliance monitoring through the systematic evaluation of compliance controls. Produce internal documents and reports for Decision makers - including the background to the investigation; reasoned and impartial analysis of the investigation’s findings; and recommendations for appropriate action regarding compliance and enforcement. Wholesale Compliance

The Wholesale Compliance team has responsibility for ensuring that market regulation is being complied with. The primary role of the Wholesale Compliance Analyst is the investigation of potential regulatory breaches by telecommunication companies. Investigations and monitoring activities are supported by enforcement and Regulatory breaches can lead to civil or criminal prosecutions.  Therefore, a Compliance Analyst must conduct investigations in a thorough and legally robust manner. Investigations routinely undertake data gathering, data mining, onsite inspections and investigative interviewing. Given the breadth of such cases the Compliance Analyst will act as a project leader in various cases bringing together experts in the diverse functions within ComReg.

 

The Job

A vacancy has arisen for a Compliance Analyst in the Wholesale Compliance team within the ComReg Wholesale Division.

  • Gather investigation data through correspondence, interviews, and site visits.
  • Analyse investigation data methodically to identify information gaps and areas of potential non-compliance.
  • Risk-based compliance monitoring through the systematic evaluation of compliance controls.
  • Produce internal documents and reports for Decision makers – including the background to the investigation; reasoned and impartial analysis of the investigation’s findings; and recommendations for appropriate action regarding compliance and enforcement.
  • Preparation of case files for civil and criminal enforcement actions in respect of breaches.
  • Support and provide advice to colleagues with respect to technical aspects of telecommunications networks and services.
  • Contribute to the development of regulatory policy and procedures.
  • Ensure that all activities are comprehensively documented and that ComReg processes and administrative best practices are followed.

Qualifications and Experience

Essential

  • Third level qualification relevant to regulation, compliance, engineering, telecommunications or another relevant discipline.
  • Proven experience in a role requiring the evaluation and analysis of regulatory issues or; investigating or enforcing regulatory compliance.
  • Experience of conducting audits, investigations on behalf of a sectoral regulator or; internal audits or compliance investigations in a regulated organisation (preferably telecommunications).
  • Excellent writing skills and the ability to draft documentation in a rational, evidence based, clear and concise manner.
  • Strong analytical skills.
  • Experience of working in both an individual and professional team environment.
  • An ability to produce work of consistent high quality.
  • An ability to effectively prioritise and execute tasks in a high-pressure environment.
  • Experience in risk-based compliance monitoring.
  • Excellent communication skills.
  • Excellent IT skills, proficient in the use of MS Office applications.

Desirable

  • Experience and understanding of the Telecommunications sector in Ireland.
  • Knowledge of products, services and technology in regulated electronic communications markets.
  • Experience in compliance monitoring or risk management in an organisation operating in a regulated environment.
  • Project management experience.
  • Familiarity with national and EU institutions, regulatory environment and/ or experience in the application of EU directives and regulations
  • An appreciation of the legal and economic aspects of regulation.
