Regulated Markets

 

A brief description of each SMP regulated market is provided below. Specific ComReg decisions relating to each of these markets is available.

ComReg identifies how these markets relate to the various European Commission recommendations according to the reference “Market Number”/”Year of Recommendation”. For example, “01/2007” is market 1 identified in the European Commission’s 2007 Recommendation.

It should also be noted that the analysis of markets identified in the European Commission’s 2014 Recommendation are currently underway. Therefore, the existing decisions refer to markets identified in 2007 Recommendation (e.g. Wholesale Physical Network Infrastructure Access (04/2007) and Wholesale Broadband Access (05/2007).

Wholesale Call Termination on Individual Public Telephone Networks Provided at a Fixed Location (01/2014)

Fixed voice service providers (‘FSPs’) offer their retail customers the ability to make calls to and receive calls from customers on other fixed and mobile networks. In doing so, at the wholesale level, the recipient FSP of the called party offers a call termination service to the FSP or mobile voice service provider (‘MSP’) originating the call, essentially allowing retail customers of the originating FSP or MSP the ability to connect to and call retail customers of the recipient FSP. This wholesale interconnection service, provided by the recipient FSP, is known as Fixed Voice Call Termination.

Wholesale Voice Call Termination on Individual Mobile Networks (02/2014)

MSPs offer their retail customers the ability to make calls to and receive calls from customers on other mobile and fixed networks. In doing so, at the wholesale level, the recipient MSP of the called party offers a call termination service to the MSP or FSP originating the call, essentially allowing retail customers of the originating MSP or FSP the ability to connect to and call retail customers of the recipient MSP. This wholesale interconnection service, provided by the recipient MSP, is known as Mobile Voice Call Termination.

Wholesale local access provided at a fixed location (03a/2014)

Wholesale local access (‘WLA’) services are wholesale services ultimately used in the supply of a range of downstream retail services including (but not limited to) fixed telephone, broadband internet/connectivity and television (‘TV’) services to residential and business consumers. WLA inputs can also be utilised by service providers to supply downstream wholesale central access or other wholesale services. In general, WLA is the connection between the local serving exchange/access node and the end user’s premises, with this connection being either provided by the service providers themselves or purchased/rented from another service provider.

Wholesale central access provided at a fixed location for mass-market products (03b/2014)

Wholesale central access (‘WCA’) services are wholesale services ultimately used in the supply of a range of downstream retail services including (but not limited to) fixed telephone, broadband internet/connectivity and TV services to residential and business consumers. The WCA market encompasses the rental of an active broadband connection between an end user’s premises and an aggregation point in a network. It therefore, also encompasses backhaul connectivity across the WCA service provider’s network.

Wholesale high-quality access provided at a fixed location (04/2014)

Wholesale high-quality access (‘WHQA’) is a wholesale service that involves the supply of dedicated transmission capacity between fixed locations via fixed connections commonly referred to as leased lines (‘LL’). WHQA service typically includes guaranteed high quality service levels, symmetric upload and download speeds, and guaranteed availability.

Retail Access to The Public Telephone Network at a Fixed Location (01/2007)

The retail market for provision of a connection or access (at a fixed location or address) to the public telephone network for the purpose of making and/or receiving telephone calls and related services, such as, fax.

Wholesale Call Origination on the Public Telephone Network Provided at a Fixed Location (02/2007)

Fixed voice call origination is a wholesale service that involves the supply of the switching, routing, and conveyance of a voice call up to a designated point of handover on a network, which is typically located at a switching point in a telephone exchange. These services are often supplied with an access path referred to as fixed access over which fixed voice call origination is supplied.

Wholesale Access to National Terrestrial Broadcast Transmission Services (18/2003)

This is a wholesale market where a terrestrial transmission network provider supplies a transmission and distribution service via its towers / masts infrastructure and relevant associated facilities (including transmission and distribution equipment, buildings etc.) in order to enable:

    •  The broadcast of national analogue terrestrial radio signals to end-users; and
    • The broadcast by a „Multiplex Operator‟ (i.e. operator providing multiplexing services) of its digital terrestrial broadcasting signals to end-users.

 

Wholesale Access to Digital Terrestrial Television (‘DTT’) Multiplexing Services (18/2003)

This is a wholesale market where a DTT Multiplex Operator using wholesale inputs purchased (or self-supplied) in the market for Wholesale Access to National Terrestrial Broadcast Transmission Services, combined with carriage on its own DTT multiplex supplies a managed digital multiplexing service to terrestrial Downstream TV Broadcasters enabling the transmission of their DTT broadcasting signals to end-users.
