Division overview
Wholesale
The Wholesale Division within ComReg works to progress competition in electronic communications markets. Specifically, it analyses markets, introduces regulation with a view to improving levels of competition and reducing barriers to entry, and monitors compliance with market regulation.
Within the Wholesale Division, the Pricing Team is responsible for setting and monitoring the prices of regulated products in the telecoms and broadcasting sectors. We also monitor regulated activities through the review of Separated Accounts.
Wholesale Pricing team members work on multi-disciplinary project teams often including external consultants. Each project requires the drafting of public consultations and decisions which constructively present relevant financial and economic rationale & principles, and often involve developing, updating, and implementing pricing/cost models.

The role and responsibilities
Reporting to the Head of Wholesale Pricing, and working closely with Pricing Team Managers, you will be responsible for the following areas and tasks:
• Manage the publication of economic / regulatory documents and develop related cost and pricing models.
• Manage a small team of Regulatory Pricing Analysts in co-ordinating internal resources and external consultants to ensure projects are completed in a timely manner, providing guidance & support to enable optimum output
• Design and implement best practices to ensure Wholesale Pricing documents are robustly prepared and efficiently delivered
• Drive a culture of knowledge sharing within the team and across the organisation by providing insightful pricing inputs or analysis on policy/regulatory issues at cross-Divisional level
• Effectively engage with internal and external stakeholders
Qualifications and Experience required
Essential
• Third level degree in economics or finance/accounting or engineering or equivalent
• Proven track record managing the delivery of complex projects, working in both an individual and team environment.
• Proven experience in drafting or reviewing Economic / Regulatory cost and pricing documentation in a rational, evidence-based, clear and concise manner.
• Detail focused, with excellent qualitative and quantitative analytical abilities, coupled with the ability to make reasoned judgements based on available information.
Desirable
• Previous people management experience
• Knowledge of telecoms and the legal/technical aspects of economic regulation, and key developments.
• Previous experience working in a sector-specific regulator or governmental organisation.
• Comfortable working in an environment with a high volume of sensitive information
• Project Management qualification
