Division Overview
Market Framework
ComReg’s Market Framework Division is responsible for the regulation of Ireland’s radio spectrum. Radio spectrum is the medium over which all wireless communications (such as mobile phones, radars, radios, televisions, connected devices etc.) take place.
The Network Security Unit
Within ComReg, the Network Security Unit is a specialised unit focussed on secure electronic communications networks and services.
The Network Security Unit responsibilities include:
Assessment of the security of electronic communications networks and services;
Compliance activities to ensure providers of electronic communications networks and services meet legislative obligations with regard to security measures;
Monitoring the implementation of security measures by providers of electronic communications networks and services;
Enforcement action where required;
Liaising with State and International agencies, as appropriate, on matters related to network security; and
Strategic planning for network security obligations, including the dissemination of recommended strategy within ComReg to address security legislation.
The team also works across ComReg organisationally, supporting regulatory activities (both policy and compliance) by:
Providing technical expertise on network security topics on both fixed, mobile and number independent communications networks;
Providing management and delivery of various key network security projects and programmes;
Working with industry, research bodies and other state and European based public bodies to evaluate the impact of security threats in the telecommunications eco-system and the regulatory challenges these security threats may present.
The Role & Responsibilities
The network security specialist will be responsible for the following areas and tasks:
Develop an understanding of the relevant security legislative framework under which ComReg operates, in particular how it practically applies to the electronic communications networks and services.
Supporting the development of regulatory frameworks and processes to support supervision of electronic communications networks and services.
Providing technical expertise to the security assessment of providers of electronic communications networks and services
Requesting, collecting and validating data received from regulated entities and other external organisations;
Leading the project and service management of key projects within the unit.
Interpretation, organisation and analysis of data for the purposes of monitoring trends and developments in respect of network security of electronic communications networks and services;
Providing technical support internally within ComReg on existing and emerging network security matters.
Presenting on key network security insights and trends to internal and external stakeholders through drafting reports, developing interactive presentations;
Representing ComReg at national and international fora where necessary;
Qualifications and Experience
Essential experience/knowledge
An Honours degree, third level qualification or significant relevant experience, in science, technology, engineering, data analytics or another equivalent area/s;
Demonstrable experience in either a network security or network operations or telecommunications environment;
Ability to quickly organise and analyse multiple sources of information, drawing accurate conclusions based on the information presented;
A proven track record of continuous professional development, including learning and applying, new methods and technologies;
Experience working within or leading the delivery of projects;
Experience working with internal and external stakeholders to deliver projects.
Excellent communication skills, honed through previous career experiences.
Desirable
Experience in a network security environment;
Experience and knowledge of ECN and ECS, NI-ICS and connected devices;
Experience in implementation of recognised security frameworks.
