Division overview
Market Framework
ComReg’s Market Framework Division is responsible for the regulation of Ireland’s radio spectrum. Radio spectrum is the medium over which all wireless communications (such as mobile phones, radars, radios, televisions, connected devices etc.) take place. It is a valuable national resource underpinning important economic, social and communications activities. In 2017, ComReg released 350 MHz of radio spectrum in the 5G suitable 3.6 GHz band. More recently, Market Framework released part of the 26 GHz band for national block licenses and is currently developing further award programmes for both commercial and non-commercial use. Market Framework also carries out key regulatory duties in respect of the broadcasting sector, manages Ireland’s national telephone numbering resource, where proposals are currently advancing to streamline non-geographic number use and to cater for burgeoning IoT needs, as well as providing technical communications network support to the broader ComReg organisation.
The Network Operations Unit
Within ComReg, the Network Operations Unit is responsible for, among other things: providing technical expertise in relation to key areas of electronic communications network operations.
The team is responsible for:
· Evaluating the resilience, security, performance and integrity of operators’ networks;
· Managing and collating the reporting of network incidents across all electronic communications networks and services areas; and
· Liaising with State and International agencies, as appropriate, on matters related to network incidents network resilience, network performance and network security.
The team also works across ComReg organisationally, supporting regulatory activities (both policy and compliance) by:
· Providing technical expertise on network operations topics, on both fixed and radio based electronic communications networks and services (ECN and ECS), number independent interpersonal communications services (NI-ICS) and connected devices.
· Providing technical advice to internal stakeholders on existing and emerging network technologies to support policy and compliance decisions.
· Managing and delivering various key technical projects and programmes.
· Measuring and analysing the performance of operators’ networks by using operator supplied data, simulation tools and direct measurement techniques, as necessary.
· Working with industry, research bodies and other state and European based public bodies to evaluate the impact of emerging technology in the telecommunications eco-system and the regulatory challenges these emerging technologies may present

The role and responsibilities
The network operations specialist will be responsible for the following areas and tasks:
· Providing technical expertise on the operations of mobile and fixed networks, including but not limited to: Network performance and Network monitoring.
· Providing technical advice internally within ComReg on existing and emerging network technology.
· Interpreting, organising and analysing data for the purposes of monitoring key trends and developments in respect of network performance and network monitoring electronic communications networks and services.
· Utilising analytical and business intelligence tools, providing insights in order to strengthen and enable evidence-based regulatory decisions.
· Utilising Geographic Information Systems (GIS), interpreting and presenting spatial information related to electronic communications networks and services.
· Presenting on key insights and trends to internal and external stakeholders through drafting reports, developing charts and creating interactive visualisations.
· Designing, collecting and validating data received from regulated entities and other external organisations.
· Representing ComReg at international fora where necessary.
· Developing and updating data procedures, ensuring compliance with relevant Data Governance procedures.
· Leading the project and service management of key programs within the unit.
· Providing governance to key outsourcing partners, including effective stakeholder engagement strategies.
· Providing accurate analysis of network statistics, network coverage and other operational data.
Qualifications and Experience required
Essential
· A level 8, third level qualification or significant relevant experience, in Data Analytics/Science, science, technology, engineering or another equivalent area/s.
· Proven experience working with data analytics software and business intelligence tools (such as, PowerBI).
· Able to quickly organise and analyse multiple sources of information, drawing accurate conclusions based on the information presented.
· A proven track record of continuous professional development, including learning and applying, new methods and technologies.
· Experience working within or leading the delivery of projects.
· Experience working with internal and external stakeholders to deliver projects.
· Excellent communication skills, honed through previous career experiences.
Desirable
· Experience of providing strategic direction in a technical or regulatory environment.
· A broad technical knowledge of current and emerging communications technologies.
· Experience in a network operations environment in telecommunications.
· Experience and knowledge of ECN and ECS, NI-ICS and connected devices.
· Experience of providing governance to outsourcing partners and service providers.
