Wholesale Division
ComReg’s Wholesale Division is responsible for the regulation of certain wholesale electronic communications markets (fixed/mobile telecommunications, broadcasting transmission) in Ireland. ComReg is required to conduct periodic market reviews of such markets in order to assess the extent of competition within them and to decide whether regulatory intervention is required.
The Division will impose obligations on any operator with market power obligations to provide access to its network to other operators. It also oversees the implementation of these obligations including using ComReg’s legal powers to enforce them. Additionally, ComReg has responsibility for ensuring compliance with competition law in the electronic communications sector basis.
Market Intelligence Unit
The Market Intelligence Unit (MI) is a team that is part of the Wholesale Division and plays a key role in supporting both wholesale specific and wider organisational projects that rely on high quality data and analytics for informed decision-making purposes.
The role and responsibilities
We are looking to recruit a Market Data and Insights Analyst (MDIA), eager to learn and contribute to the Market Intelligence Unit. This role offers the successful candidate the opportunity to contribute to the development of ComReg strategy and policies regarding the regulation of electronic communications markets in Ireland.
We are looking for someone who has a keen interest in working in this fast-moving sector.
The MDIA will be responsible for the following areas and tasks:
Interpret and analyse data for the purposes of monitoring key trends and developments in electronic communications and broadcasting markets;
Utilise analytical and business intelligence tools to provide insights in order to strengthen and enable evidence-based regulatory decisions;
Utilise Geographic Information Systems (GIS) to interpret and present spatial information related to electronic communications markets and services;
Present on key insights and trends to internal and external stakeholders through drafting reports, developing charts and creating interactive visualisations;
Design, collect and validate data received from regulated entities and other external organisations;
Liaise with and develop working relationships with external stakeholders (including communications providers, other regulatory agencies, and government departments) in relation to ComReg’s data functions and needs;
Provide input and assistance to ComReg’s market analysis function and wider wholesale and organisational projects, as required;
Represent ComReg at international fora where necessary;
Develop and update data procedures to ensure compliance with relevant Data Governance procedures.
Qualifications and Experience required
Essential
Degree in Business, Finance, Data Analytics/Science, or other equivalent qualification;
Excellent qualitative and quantitative analytical abilities, including the ability to make reasoned judgements based on available information;
Proven experience working with data analytics software and business intelligence tools (such as PowerBI, Qlik Sense).
Proven track record in managing the delivery of complex projects, in an individual and team capacity;
Excellent analytical skills, with a solid practical background in the application of data analysis within a regulatory and/or business environment;
Excellent communication skills, both verbal and written;
Advanced Microsoft Excel user;
Desirable
Experience working with Geographic Information Systems (GIS) software such as ArcGIS;
Familiarity with electronic communications, broadcasting and technology sectors and the national/EU legal framework under which ComReg operates
Experience of working in a regulatory environment, whether in a governmental organisation, consultancy or corporate entity;
