Wholesale Division
ComReg’s Wholesale Division is responsible for the regulation of certain wholesale electronic communications markets (fixed/mobile telecommunications, broadcasting transmission) in Ireland. ComReg is required to conduct periodic market reviews of such markets in order to assess the extent of competition and to decide whether regulatory intervention is required. We impose obligations on any operator identified with significant market power (SMP) in order to enhance competition including obligations to provide network access to other operators at regulated prices. The Wholesale Division also oversees the implementation of these obligations and, if necessary, can rely on ComReg’s legal powers to enforce them. Additionally, ComReg has responsibility for ensuring compliance with competition law in the electronic communications sector.
The Role
Reporting to the Market Analysis Senior Manager, Wholesale Division, the primary role of the Market Analysis Manager is the preparation and conduct of economics-based reviews of competition within markets as well as monitoring of developments in such markets. The role also involves the provision of support to other organisational projects that rely on economic analysis for informed decision-making purposes, including ComReg’s ex post competition law activities. In doing so, the Market Analysis Manager will be responsible for managing inputs from staff within the Market Analysis team.
Role Responsibilities
Define the product and geographic boundaries of electronic communications markets, using economics based competition law/industrial organisation principles
Assess the extent of competition within electronic communications markets to identify if a service provider holds a position of significant market power (SMP) within such markets
Support the development and imposition of appropriate regulatory obligations/policy interventions. This is done by addressing identified competition problems associated with the potential/actual exercise of market power by service providers
Engage in significant interaction with electronic communications operators. Coordination with the Competition and Consumer Protection Commission and National Regulatory Authorities in other EU Member states and with EU institutions, as analyses are conducted within the context of the national and European Union legal/regulatory framework
Support the monitoring of market developments in electronic communications markets
Support ex post competition law activities and leading individual projects as assigned
Provide relevant input to wider organisational projects as required, including economic support to other functional areas within the Wholesale Division
Represent ComReg at international fora, where necessary
Qualifications and Experience
Essential
A post-graduate master’s degree involving a significant component in regulatory or competition economics (or relevant equivalent).
Demonstrable knowledge of and experience in applying economic analysis principles/techniques in assessing competition within markets
Strong background in the development and application of regulatory/policy interventions
Relevant knowledge of electronic communications or technology sectors and the national/EU legal framework under which ComReg operates, including with respect to the conduct of market analyses.
Strong analytical and decision-making skills.
Communicates clearly, confidently and respectfully – both orally and in writing.
Proven track record in managing the delivery of complex projects, in an individual and team capacity.
Desirable
People management skills, including direct line management of personnel and indirect management of people inputting to projects.
Excellent communications skills.
Experience of working in the telecommunications or similarly regulated industry, whether in a governmental organisation, consultancy or corporate entity.
