Division overview 

 

Market Framework 

ComReg’s Market Framework Division is responsible for the regulation of Ireland’s radio spectrum. Radio spectrum is the medium over which all wireless communications (such as mobile phones, radars, radios, televisions, connected devices etc.) take place.  It is a valuable national resource underpinning important economic, social and communications activities. In 2017, ComReg released 350 MHz of radio spectrum in the 5G suitable 3.6 GHz band. More recently, Market Framework released part of the 26 GHz band for national block licenses and is currently developing further award programmes for both commercial and non-commercial use. Market Framework also carries out key regulatory duties in respect of the broadcasting sector, manages Ireland’s national telephone numbering resource, where proposals are currently advancing to streamline non-geographic number use and to cater for burgeoning IoT needs, as well as providing technical communications network support to the broader ComReg organisation.

 

The role and responsibilities 

The Manager, Network Security will be an experienced manager or technical professional with experience within the telecommunications industry

A self-starter, the Manager, Network Security will be proficient in stakeholder management, communications and project management skills.  This person will be comfortable and capable of translating and communicating complex technical requirements for a non-technical audience and utilise their experience to solve complex regulatory challenges concerning the implementation of functions and obligations related to security in telecommunications networks and services.

The successful candidate will contribute and support the strategic planning requirements and associated stakeholder relations, manage, track and report on key projects within the overall business unit work programme.

What will the Manager, Network Security be expected to do?

Strategic Planning & Development

  • Contribute to and support the development of strategic plans for the ComReg network security functions and obligations in collaboration with other staff and disciplines.
  • Identify and define regulatory challenges concerning network security functions and obligations, providing recommendations on how to overcome or mitigate these risks.
  • Support the development of regulatory frameworks and processes to enable supervision of electronic communications networks and service providers.

 

Stakeholder Relations

  • Develop and implement engagement, relationships and communication processes with key internal and external stakeholders.
  • Represent ComReg at various national and international working groups where required.

 

Project Management

  • Project management of key network security work items, providing project owner/manager responsibilities including management of resources, schedule, project deliverables and project staff.

People Management 

  • Provide guidance to network security team members in formulating requirements and assist with exploration of viability of alternative approaches as appropriate.
  • Management and support of network security team members including day to day people management and performance development.

 

Technical Expertise 

  • Provide technical expertise, advice, leadership, and strategy for relevent network security activities
  • Manage the security assessment of providers of electronic communications and services networks.
  • Manage the technical solutions to support network security functions and obligations.
  • Develop an understanding of the relevant security legislative framework under which ComReg operates, in particular how it practically applies to the electronic communications networks and services.

 

General 

  • Develop and/or maintain detailed understanding of the relevant legislation and legislative framework under which ComReg will operate.
  • Management of consultants including procurement process, delivery and governance.

 

 

Qualifications and Experience required 

 

Essential  

  • An Honours degree, third level qualification or significant relevant experience, in science, technology, engineering or other relevant area/s.
  • Demonstrable experience as a manager or technical professional with experience in the telecommunications sector.
  • Strong relevant project management experience in a telecommunications environment which includes leading and delivery of complex projects.
  • Strong stakeholder management experience in developing and maintaining working relationship with internal and external stakeholders.
  • A proven ability to apply analytical and critical thinking to solving problems efficiently and effectively.
  • Excellent communications and influencing skills including:
  • Proven experience in communicating clearly, effectively, and knowledgeably about all aspects of a project,
  • Experience in drafting and oversight of documents for publication
  • Presentation skills with the ability to understand and express views clearly within a multi-disciplinary environment.

Desirable  

  • Technical or Management experience within a network security environment.
  • A demonstratable knowledge of the legislative process including transposition of Directives to national law.
