Analyst – International Unit

ComReg Overview

We are the statutory body responsible for regulating electronic communications, postal and premium rate services in Ireland. The International Team

Working cross-organisationally, the International Unit is largely involved in the activities of the Body of European Regulators for Electronic Communications (BEREC), which contributes to the development and better functioning of the internal market for electronic communications networks and services. It does so, by aiming to ensure a consistent application of the EU regulatory framework and by aiming to promote an effective internal market in the European telecoms sector. Furthermore, BEREC assists the EU Commission and the national regulatory authorities (NRAs) from other Member States in implementing the EU regulatory framework for electronic communications.

Digital legislation and sustainability initiatives are becoming increasingly important topics at both a European and national level. ComReg and the International Unit are monitoring EU-level policy proposals, in particular:

  • Europe’s Digital Decade, which involves the introduction of several legislative files, including the AI Act and Data Act, and
  • European Green Deal, which envisages a new industrial strategy for Europe through a twin green and digital transitions.

Role and Responsibilities

Reporting to the Digital Engagement Manager the Analyst will:

  • Actively participate in the activities of BEREC working groups, with specific focus on digital and environmental sustainability topics, including the preparation of reports, guidelines and best practices.
  • Support and co-ordinate contributions by other ComReg employees to BEREC projects.
  • Prepare briefings and speaking notes on a broad range of topics related to the electronic communications sector, sustainability and digital regulation.
  • Represent ComReg at meetings and engage in stakeholder relations as necessary in domestic and international settings with regards to climate adaptation and the Communications sector.
  • Assist in the organisation of meetings, including engaging with external speakers/moderators.
  • Coordinate ComReg’s input and responses to periodic questionnaires and reports from the EU Commission, BEREC members and other international organisations.

Qualifications & Experience:

Essential Qualifications & Experience:

  • Experience in the areas of regulation, policy, lobbying, or another relevant area, including experience in a multidisciplinary environment.
  • Excellent drafting and communication skills, with experience drafting documentation in a rational, evidence-based, clear and concise manner.
  • Experience in managing small to medium size projects to successful outcomes.
  • Familiarity with EU and Ireland’s climate and sustainability legislation and policies.
  • Excellent analytical abilities, including the ability to make reasoned judgements based on available information.

Desirable Qualifications & Experience:

  • Degree in economics, business or finance, or other equivalent qualification.
  • Familiarity with the national/EU legal framework for the electronic communications sector, under which ComReg operates.
  • Knowledge of the Irish government’s climate adaptation policies and the environmental sustainability element of the EU’s twin digital and green transition.
  • Familiarity with the development of EU-level digital legislative initiatives.
  • Experience working in organisational networks.
  • Excellent presentation skills.

Additional Skills & Knowledge

The knowledge and skills required include but are not limited to the following:

  • Good understanding of the EU’s ‘twin’ green and digital transition
  • Strong project management and organisation skills and knowledge of key stakeholders for ComReg and EU institutions/agencies
  • Ability to work on own initiative and to deadlines/milestones.
  • A capacity to foster a positive working relationship with colleagues and external stakeholders; to work in multi-disciplinary teams and to network effectively.
  • Strong proactive approach to achieving results, including managing scope, time, risk assessment, cost, and quality.

  • Salary €62,842.22 – €85,085.35 * (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
